Phase 2 (summer school) Health Plan

The health and safety of all Roanoke County Public School children and staff is our priority.  RCPS will continue to follow mandates from the public health experts at the Virginia Department of Health, recommendations from the Centers for Disease Control and Prevention, directives of the governor, and guidance from the Virginia Department of Education in our planning and decision making. The following measures taken by the schools can prevent the entry and spread of COVID-19 by students and staff who may have been exposed to the virus, while minimizing the disruption and protecting students and staff from discrimination.

Promoting Behaviors that Reduce Spread

  • Encourage families and staff to stay home when they are sick or who have recently had close contact with a person with COVID-19. If your child exhibits one or more of the following symptoms, please keep your child home and contact your doctor

            -Fever of 100.5 degrees or higher

            -New cough, shortness of breath, or difficulty breathing

            -New loss of taste or smell

            -Unusual fatigue or irritability

            -Abdominal Pain, Nausea, Vomiting, Diarrhea

            -Unusual rash

            -Unusual red or pink eyes not explained by allergies or injury


            -Body Aches

            -Sore Throat

  • Teach and encourage hand hygiene and respiratory etiquette

            -Handwashing with soap and water for at least 20 seconds

            -Avoid touching your face

            -Cover coughs and sneezes with a tissue and throw the tissue in the trash immediately

            -Use hand sanitizer throughout the day

  • Teach and reinforce use of cloth face coverings for both students and staff as they are most essential in times when physical distancing is difficult.  Provide tips for proper use, removal, and washing of cloth face coverings to families and staff
  • Support healthy hygiene behaviors by providing adequate supplies, including soap, hand sanitizer, paper towels, tissues, disinfectant wipes, replacement cloth face coverings and no-touch trash cans
  • Signs and messages will be posed in highly visible locations that promote everyday protective measures, describe how to stop the spread of germs, washing hand properly, and properly wearing a cloth face covering
  • Mental health services will be available as needed

Maintaining Healthy Environments

  • Cleaning and disinfect frequently touched surfaces (e.g., playground equipment, door handles, sink handles, drinking fountains) within the school and on school buses at least daily or between use
  • As classes change, students will be asked to use a disinfecting wipe located in each classroom to wipe down the seat and desk area where they were working prior to leaving the classroom.  Teachers will be asked to wipe down frequently touched surfaces between each class.  As a different group of students enter the classroom, disinfecting wipes will be available for them to wipe down any surfaces as added protection
  • Student seating/desks will be at least 6 feet apart
  • Use of shared items (e.g., gym equipment, art supplies, toys, games, technology equipment) will be limited or cleaned between use
  • Each child’s belongings will be kept separated from others’
  • Ventilation systems will increase circulation of outdoor air as much as possible
  • Physical markings such as tape on the floors will ensure that staff and students remain at least 6 feet apart (e.g., teacher desks, reception desk)
  • Common areas such as the cafeteria and auditorium will be closed to large group gatherings.  Can only be used when 6 foot distancing can be maintained
  • Students will wash their hands before and after using playground equipment.  The equipment will be cleaned and disinfected daily
  • Physical barriers will be placed between bathroom sinks when they are not at least 6 feet apart
  • Teachers will encourage and provide time for students to wash their hands upon arrival, prior to dismissal, before eating snack/lunch, after bathroom use and at regular intervals throughout the day

Maintaining Healthy Operations

  • The school principal at each school will serve as the designated COVID-19 point of contact for all parents with concerns.  All concerns will then be shared with the building principal
  • Parents of students who are at higher risk for severe illness from COVID-19 should notify the school principal and participate in the development of and individual health and education plan
  • Nonessential visitors will not be allowed to enter school buildings.  No lunch deliveries will be accepted from parents or outside providers
  • No field-trips will be allowed
  • In an effort to maintain 6 feet distancing during morning drop-off and afternoon pick-up the times will be staggered at the discretion of the building principal. Students will be supervised during the drop-off and pick-up times
  • Student and staff absenteeism will be monitored at each school.  Schools will develop a plan for backing up staff who are unable to continue their job responsibility due to COVID-19 related absences
  • Staff will be trained on all safety protocols prior to the opening of school as well as human resource protocols for employees.
  • Daily health checks will be completed for all students and staff prior to reporting to school
  • Daily student and staff temperature checks will take place upon arrival

Health Protocol

  • CDC/VDH guidelines will be followed in determining who should go home, be quarantined, how long, and when they can return. They will also assist in determining a reduction in school or school closures
  • The school principal will work directly with parents of students who are exhibiting symptoms or who have been in contact with someone who was positive for COVID-19 and will help develop a health and education plan for each student with the support of the principal
  • Each student or staff COVID-19 case will be tracked by the school principal and timelines and protocol for returning to school will be monitored

 Preparing for When Someone Gets Sick - Current VDH Recommendations

  • Responding to evolving needs of students, staff and their families during this pandemic will be a priority.  As school communities’ members will get sick, need to care for sick family members, and face significant disruption in their personal lives the school will work with each individual to support to the extent possible
  • If a student is exhibiting symptoms and meets the criteria for COVID-19 the school principal will immediately place a mask on the student, contact the parent/guardian to come pick the student up, and will have the student wait in an area designated as an isolation area to help contain the germs. Confidentially is of the upmost importance and the nurse will only notify the school principal and the VDH.  The isolation room will have outside ventilation and negative pressure if possible
  • Confirmed or suspected positive test:  Stay home and isolate for at least 7 days since symptoms first appeared ad can be released after fever free (without fever reducing medication) for at least 72 hours and improved symptoms
  • Household contact:  Self-quarantine at home and monitor for symptoms for 14 days.  After the sick person within the household has been released from isolation, the family must self-quarantine an additional 14 days because the exposure is considered ongoing within the home
  • Non-household contacts:  Self-quarantine and monitor for symptoms for 14 days from the date of last contact with the case
  • If a known case is in the school, the VDH will be contacted for recommendations.  Contact tracing would need to be completed.  Most likely there will be a 2-5 day closure of the school per VDH to allow local health officials to trace and determine appropriate next steps.  The shutdown will include all activities associated with the school involved
